Food security depends of secure access to land and water (rainfed or irrigated). In South Sudan most farmers rely on customary tenure systems, but which are stretched by violence, insecurity, refugees and IDP resettlement. New legislation has been developed, which recognizes customary systems, but implementation is slow. Large-scale land acquisitions are ongoing but processes lack transparency, and may lead to more conflict over water and land.
