Plan International Jordan was established in 2016 and has programmes throughout the country on education, youth empowerment, and protection (CP, GBV, SRHR) in (Amman, Karak, Jarash, and Azraq camp).

- confront and challenge discrimination and human rights violations based on gender. This includes gender-based violence and other forms of exclusion.
- challenge stereotypes and unequal power relations between women, men, boys, and girls to promote gender equality, girls’ rights, and inclusion.
- foster an organisational culture that embraces and exemplifies our commitment to gender equality, girls’ rights and inclusion, while supporting staff to adopt good practices, positive attitudes and the principles of gender equality and inclusion.
Consultancy:
Plan International Jordan are seeking an experienced research consultant/consultant team with demonstrated experience in working with CBOs, INGOs and/or UN agencies on conducting a women’s rights assessment in Jordan for three weeks.
Objectives of the Assessment
The main objectives of the assessment are as following:
- To identify the main actors working in the field of influencing and women’s rights/women empowerment in Jordan, and to highlight the type of advocacy work being done by each actor.
- To map out the youth lead/informal youth groups /organisations who have influencing role around education/Gender equality (GE)/ social protection in Jordan.
- Identify the current/recent advocacy initiatives on GE/ women’s rights in Jordan.
- To identify gaps in the current advocacy initiatives for women’s rights in Jordan.
- To identity legislative and governmental policies that are encouraging/ impeding the progress of GE/ women’s rights in Jordan
The Methodology and Suggested Time Frame
The needs assessment should undertake a qualitative and quantitative data collection approach as a method to gain more in-depth detail on the issues of interest. As part of the assessment, the candidate is requested to share an inception report which will include an overall analysis, but is not limited to, of the current situation looking at available quantitative and qualitative secondary data (desk review) by using methods that are sensitive to include targeted vulnerable groups, capable of generating disaggregated data that is gender, age, and disability sensitive when required.
Overall, the methodology section should cover details of: study design and approaches, sampling, sample size determination, data collection methods/instruments, data analysis techniques, data limitations, description of the studies’ implementation, and a plan for dissemination of study findings and aspects implemented of quality assurance/ethical considerations (CPP, informed consent processes etc.) during the study.
The suggested time-frame below:

1 – A – Submission of outline that includes the methodology and sample of targeted population.
B – Conducting a Desk Review and Production of Inception Report.
2 – A – Conducting Data Collection.
B – Production of First Draft for feedback by Plan Staff.
3 – A – Production of Second Draft incorporating feedback from Plan Staff.
B – Production of final version with sign off from Plan.
The consultant(s) is/are expected to also develop a more detailed timeframe for this consultancy, but it is anticipated that the whole piece of work should not exceed 30 days.
Roles and Responsibilities of Plan International in Jordan
Management of the consultancy: Plan will provide oversight and technical support to the consultant/consultant team and discussions will be held with the Plan team to clarify terms and overall scope of the consultancy.
For the data collection, any of the contacts listed who Plan has access to will be introduced to the consultant/consultant team (women’s rights organisations, NGOs, activists, etc.).
Expected Deliverables
- Outline of methodology used, including a sample of targeted population
- Inception report
- A final report of up to 20-25 pages providing information on:
- Overview of the operating environment for women’s rights in Jordan, including indication of specific issues and challenges of conducting advocacy in Jordan.
- Campaigns, agendas and themes currently being addressed by women’s organisations, coalitions and networks in these regions.
- Overview of relevant laws/policies that impact the progression of women’s rights.
- Major successes and key challenges over the past decade; gaps and opportunities for advocacy by women’s groups in Jordan.
- Key donors funding women’s rights advocacy in Jordan- including their focus and themes
- List of key women’s organisations, coalitions and networks working on women’s rights in Jordan.
- List of targeted populations with contact information.
- References consulted.
- The final report outline should include but is not limited to:
- Executive Summary
- Introduction
- Objectives and Methodology of the study
- Findings
- Conclusions and recommendations
- Annexes (References used, contact persons and photo documentation, consent forms, list of all interviewed person; submit also all data used in the analysis)
- Presentation of the findings and recommendations

Experience and Qualifications
- Expert knowledge of women’s rights advocacy, organizations and movements in Jordan.
- Experience in conducting mappings/action research.
- Excellent written and spoken communication skills in Arabic and English
- Excellent interpersonal skills and flexible attitude.
- Commitment to feminist and human rights principles of equality and diversity.
- Ability to work on tight schedules with minimal supervision.
- High research ethics.
- Ability to deliver on tight time frames and meet deadlines within agreed budgets.
Ownership
All documents, project designs, drawings, technical data and other information shall remain the property of the Plan International Jordan and shall be treated as confidential by the consultant(s) at all times. They shall not be made available to any third party whatsoever, in any form, without the prior written approval of a properly authorised employee of Plan International Jordan. The utilisation of all proposals, plans and reports and other information provided by the consultant(s) to Plan International is the property of Plan International and the use thereof is solely at the discretion of Plan International. All documents and other papers, whether in soft or hard copy and whether containing data or other information, provided by Plan International shall be returned complete to Plan International upon completion of the assignment. All documentation and reports written during and/or as a result of this study, or otherwise related to it in any way, shall remain the property of Plan International and no part shall be reproduced or quoted, or otherwise used in any way except with the prior, express and specific written permission of authorised employee of Plan International.
Ethical and child protection considerations
If the assignment requires the consultant to interface with children therefore the consultant is required to provide a statement on the respect and protection of child rights, human rights and dignity of participants compliant with Plan’s Child Protection Policy.
The consultant shall read and sign Plan’s child protection policy (CPP) as fully understood and in agreement to in all respects and shall follow this in all and every respect during the term of the consultancy.
The consultant must follow Ethical Principles in a research and obtain written/verbal consent from the targeted population. Permission from elder should be sought if the children under 18 years are involved. Signed informed consent of each targeted population need to be taken after explaining the purpose of the study.
