Research Consultant on Women in Law Enforcement in Southeast Asia

Under the supervision of Regional Advisor a.i., Governance, Peace and Security, UN Women Regional Office for Asia and the Pacific, the consultant will undertake the following tasks:

  • Jointly with INTERPOL and UNODC, produce a research on Women in Law Enforcement in ASEAN
  • Upon request, conduct missions to Southeast countries and potentially others to deepen the knowledge on gender and law enforcement and to share the findings of the regional research on women in law enforcement
  • Produce a country review of women in law enforcement in Vietnam, Philippines, Malaysia, Indonesia (Brunei and Singapore TBC) and integrating feedback received.
  • Support building a regional network of women in law enforcement as well as male and female champions promoting women in law enforcement
  • Support facilitation of consultations on women in law enforcement in at least two countries.

Competencies

Essential knowledge and experience:

  • Excellent grasp of substantive gender equality, Security and Law Enforcement in Southeast Asia. 
  • Substantive experience in conducting research on women in law enforcement, including primary research in Southeast Asia   
  • Excellent writing skills. Strong publication record on issues including gender equality, law enforcement is a distinct advantage.

Required Skills and Experience

Contract period and work location

The consultant will be home-based, and travel to countries in southeast and beyond upon request. Any travel costs related to travel will be authorized and arranged by UN Women prior the travel date.

Required qualification

  • Master’s degree in gender issues, security, public policy, law, international relations or another related field.
  • Minimum 7 years of relevant experience with a demonstrable ability to undertake empirical research and analytical reviews in the areas of gender and law enforcement.
  • Demonstrated experience in conducting research including substantive studies of gender equality and security sector.
  • Expertise and knowledge of Southeast Asia
  • Excellent command of English. Other UN languages an asset.
