Tajikistan: National Gender and Environmental and Social Safeguards (ESS) Consultant

The Food and Agriculture Organization of the United Nations is a specialized agency of the United Nations that leads international efforts to defeat hunger and improve nutrition and food security.

Organizational Setting

The Government of Tajikistan has requested FAO to serve as Delivery Partner of the second Readiness proposal and to complement the work initiated under the first Readiness grant (implemented by the NDA), widening the scope of work and going one step further to achieve concrete products. Particularly, the Direct Access Strategy will target public and private institutions in the prioritized sectors, including Agriculture and Forestry, Energy Sector, including Renewable Energy Sources, Water Resources and Irrigation, Transport. The work on accreditation will also consider the cross-sectorial activities as defined in the National Strategy on Adaptation, including public health services, education, gender aspects of climate change and migration and will incorporate the vision of the NDA with regards to the roles of the Projects Implementation Group. Additionally, some outputs of the project will also include the development of gender disaggregated indicators and targets, and mechanisms to ensure that the NAP process is consistent with the GoRT’s NDC targets and overall strategic planning priorities.

Reporting Lines

The National Gender and ESS Consultant will work under the overall supervision of the FAO Representative (FAOR), the technical supervision of the Lead Technical Officer (LTO) of the project, the National Project Coordinator and operational supervision of the Budget Holder, as well as in close consultation with the National Designated Authority (NDA) – Committee on Environmental Protection under the Government of Tajikistan and in close liaison with FAO Tajikistan personnel.

Technical Focus

The National Gender and ESS Consultant will be responsible for ensuring gender mainstreaming and Environmental and Social Safeguards are mainstreamed throughout all activities of the project GCP/TAJ/015/GCR “Support the Republic of Tajikistan to strengthen its capacities for monitoring and evaluation of climate finance, identifying potential Direct Access Entities and engaging the private sector on climate change related investments with the Green Climate Fund”.

Tasks and responsibilities

Particularly, the consultant will perform the following concrete tasks:

  • Contribute to mainstreaming gender equality and women’s empowerment as well as minorities’ involvement into the Readiness and preparatory support project implementation and relevant documents;
  • Support the preparation and organization of stakeholder consultations workshops and training sessions in the country from the perspective of gender equality and representation and minorities’ participation. Particularly contributing to the Stakeholder engagement Strategy of the Committee on Environmental Protection with different actors ensuring women and other vulnerable groups are duly represented;
  • Support the development of Tajikistan’s Country Programme, ensuring a gender-sensitive process;
  • Support the development of 2 concept notes and feasibility studies for priority investments from a gender-sensitive perspective;
  • Support the identification of potential Direct Access Entities by conducting the assessment of the Gender components of the rapid assessment and gap analysis and further supporting the selected institution in complying with GCF requirements with regards to gender mainstreaming;
  • Perform other duties and activities as required to ensure successful implementation of the project activities related to ESS, gender and minority rights issues.

Minimum Requirements

  • Master’s degree or equivalent in Gender, Social Studies, Environmental Studies, Economy, Agricultural Economy or related fields;
  • A minimum of 5 years of relevant work experience, preferably for international organization;
  • Working experience in gender mainstreaming in rural development and agriculture and climate change, gender and ESS compliance in project implementation;
  • Working knowledge of English and limited knowledge of another FAO official language (Russian);
  • National or resident of the Republic of Tajikistan.

•  Proficiency in Tajik is an advantage.
