Scope of Work

Integrity is looking for a dynamic and ambitious Technical Director (TD) for USAID’s Programming for Peacebuilding and Prevention (P4P2). The purpose of P4P2 will be to provide USAID with the means to implement programs that assist with the prevention, outbreak, escalation or recurrence of conflict and violence and enable peacebuilding and stabilization and expand USAID’s peacebuilding and stabilization capabilities.

The TD will lead and manage the overall operations of the P4P2 consortium and ensure that quality standards and schedules are met. They will provide vision and overall leadership to program operations and serve as the primary point of contact with USAID on day-to-day activity implementation and management issues. The TD will supervise the work of all personnel assigned to tasks under the program and provide cost and quality assurance of all tasks and assignments undertaken to achieve the objectives of P4P2.

This is a Washington, DC-based, full-time position. The expected period of performance is an estimated five years to cover the duration of the program. Please be advised that the position is dependent on contract award.

Pr­oject Background – USAID P4P2

The purpose of this contract is to provide USAID with the means to implement programs that assist with the prevention, outbreak, escalation or recurrence of conflict and violence and enable peacebuilding and stabilization. Within this subject area, it is anticipated the focus will be on providing research, analysis, and monitoring & evaluation and learning (MEL) support to USAID.

This mechanism will be available for USAID programming globally and can be used by any USAID Mission or Bureau, including in individual countries or for regional programming as well as in non-permissive environments, to prevent, mitigate, manage or recover from conflict, violence and/or to integrate conflict sensitive approaches across all USAID development sectors.

The objective of this contract is to improve development outcomes in fragile, conflict or violence-affected countries through innovative, adaptive, and effective country-specific or regional interventions focused on peacebuilding. Activities conducted under this mechanism may be in response to emerging risks and opportunities or may be designed to address persistent conflict and violence challenges.

  • Citizen Security and Crime and Violence Prevention
  • Preventing and Countering Violent Extremism (PVE and CVE)
  • Stabilization
  • Women, Peace and Security (WPS)
  • Youth, Peace and Security (YPS)
  • Justice, Rights and Security
  • Atrocity Prevention (AP)
  • Environment, Natural Resources and Climate Security
  • Natural Resource Crime

Your Experience and Expertise

The Technical Director will have:

  • At least 10 years of overseas experience in international development with demonstrated capacity to manage complex multi-million-dollar development programs, including consortium management.
  • At least 4 years of experience as a Technical Director or senior management experience such as Chief of Party, Project Director, Regional Director or Country Director roles, demonstrating professional interaction with senior government officials and the ability to provide consulting services in helping clients analyze problems, devise and adopt solutions
  • A graduate degree in the field of conflict resolution, peacebuilding, international development, or a related technical field, or sufficient comparable experience
  • Strong background in project management, research, conflict analysis, and MEL
  • Technical expertise in peacebuilding, conflict resolution, and/or crisis response
  • Technical expertise in one or more of the contract’s priority technical areas (see list above)
  • Prior experience in supervising long-term staff and short-term contractors of diverse backgrounds.
  • Understanding of Collaborating, Learning and Adapting (CLA), USAID’s J2SR, Program Cycle, and Evaluation Policy.

Languages:

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.
