Latin America: Gender and Climate Change Analyst

The FAO Gender Equality Policy establishes four objectives to guide FAO's technical and normative work and seventeen minimum standards to support the establishment of institutional mechanisms for gender mainstreaming. In order to create a path for the regional implementation of the Policy, in 2019, the regional office launched the ¨ FAO Regional Gender Strategy for Latin America and the Caribbean 2018-2022 ¨, an instrument aimed at the staff of all its offices in the region, in order to consolidate and expand the scope, progress and results achieved after the implementation of the FAO Gender Equality Policy. Both instruments are implemented through the adoption of two-way strategies: gender mainstreaming and targeted interventions.

To achieve the objectives of the Policy and Strategy, FAO has made progress in establishing an institutional environment and in developing gender criteria and indicators and methodologies for the project cycle.

In line with the above, based on her work on gender mainstreaming and safeguarding the safeguarding of the same issue in projects and programs, the consultant will contribute to the eradication of hunger and rural poverty; in the promotion of agriculture, fishing and livestock, as well as the sustainable management of the environment and natural resources.

Under the supervision of the Gender Officer, Claudia Brito Bruno, Policy Officer, expert in Gender and Social and Institutional Systems, the consultant or consultant will work in close collaboration with the regional gender team, the national offices and the Points Network. FAO Gender Focal Points throughout Latin America.

Technical Approach

The analyst will work closely with the regional gender team and the FAO Network of Gender Focal Points throughout Latin America.   In line with the above, the person selected will contribute to gender mainstreaming and safeguarding the safeguarding of the same issue, will contribute to the eradication of hunger and rural poverty; in the promotion of agriculture, fishing and livestock, as well as the sustainable management of the environment and natural resources.

Tasks and Responsibilities

Based on the guidelines and work areas established by the supervisor (knowledge management, application of gender criteria and indicators and methodologies for the project cycle, communication and monitoring of results), the analyst will be responsible for the following tasks:

  • Provide technical support to FAO offices in gender mainstreaming and compliance with the socio-environmental safeguard of gender, developing gender diagnoses, concept notes and using the criteria and gender indicators of FAO and its main partners in the response to climate change.
  • Develop project proposals for calls for projects aimed at closing gender gaps and the specific situation of rural women in response to climate change.
  • Develop gender plans or strategies for programs and projects in the region related to climate change and support their implementation.
  • Support in the development of trainings and events related to gender mainstreaming in projects related to the subject.
  • Adapt, develop and implement methodologies on gender mainstreaming in projects and programs related to climate change.
  • Manage knowledge, through the compilation of good gender practices within the framework of regional initiatives and clusters, permanently updating the regional bank and implementing a plan to exchange them internally and externally to FAO.
  • Manage the articulation with the teams linked to projects and programs to improve the quality of FAO interventions in the area of ​​climate change, taking into account the recommendations of evaluations and audits made to the Organization.
  • Support the regional office in monitoring and reporting the gender results related to the issue, strengthening compliance with the minimum standards of the Institutional Gender Equality Policy.

The candidates will be evaluated according to the following criteria:

Minimum requirements

  • University degree in social and / or economic sciences
  • Relevant professional experience of at least 3 years in gender projects and programs related to climate change and sustainable rural development, field work with rural communities, applying quantitative, qualitative methodologies and participatory and intersectional approaches.
  • Spanish Level C
  • Chilean national or with a work permit in the country at the time of application.

Technical and Functional Skills

  • Contribute to the development of their area of ​​expertise, sharing and promoting this knowledge with other people inside and outside FAO.
  • Identify, propose and support the introduction of improvements in processes, mechanisms and instruments associated with the achievement of the organization's results.
  • Communicate assertively in a multidisciplinary and multicultural team.
  • Work collaboratively with other teams, supporting others and fostering a positive environment.
  • Plan and organize work and deliver results on schedule.
  • Recognize and effectively and efficiently address the real needs and the products and services necessary to support the achievement of results in terms of gender equality and equity in FAO projects and programs.
  • Manage knowledge through next-generation digital virtual tools.
  • Verifiable knowledge in response to climate change, territorial or community rural development, peasant family agriculture, intersectionality, agrobiodiversity, sustainable agriculture, and public policies.

  • Master's or higher gender studies
