International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Background

International Medical Corps (IMC) has been responding to the crisis in Northern Mali since 2013. While the security situation remains volatile in the whole country, IMC is supporting the Malian government in improving and strengthening the health systems through capacity-building, infrastructure and workforce development, and technical assistance. Since 2015, International Medical Corps has been seeking to transition from emergency to sustainable longer-term development programming in Mali. 

IMC-Mali is implementing OFDA and UNFPA-financed GBV prevention and response program in Timbuktu and Segou regions in Mali. IMC is working at securing two multi-year grants to implement GBV prevention and response programs in other regions across the country. These grants include a component of protection program and psychosocial activities. IMC works to mainstream protection and GBV in their other programming to ensure safe access to quality services for vulnerable people. 

Job Purpose

The primary function of the GBV Coordinator is to provide technical guidance and supervision for the successful implementation of GBV prevention and response activities of International Medical Corps in multiple sites in Mali. 

The primary function of the GBV Coordinator includes supporting the field teams and the Mdeical Director in the implementation of program activities, ensuring high quality standards, contributing in proposal development and in reporting. S/he works closely with the team to build effective monintoring systems to collect basic information about activities and to ensure project quality assurance and consistency of all current and future projects across the Mission. 

The GBV Coordinator reports to the Field Coordinator of Timbuktu and works closely with the Medical Director and other Sector Leads / Field Coordinators. 

Main Responsibilities

Program Planning 

  • Work closely with the GBV technical advisor in HQ, country-level senior management, the GBV Manager and GBV Officers based in the field to ensure achievement of IMC’s program goals. 
  • Provide strategic direction and undertake analysis of GBV trends, gaps in services and IMC’s capacities to better address needs. 
  • Contribute to program design and oversee the preparation of concept notes and proposals. 
  • Contribute to ongoing programmatic assessments. 

Program Implementation and Capacity Development 

  • Provide ongoing technical support and capacity-building to GBV staff during program implementation. Organize and lead GBV technical trainings as needed. 
  • Provide technical support to strengthen and standardize programming across sites, including psychosocial support activities and case management systems, outreach and prevention strategies, and awareness-raising efforts. 
  • Contribute to healthcare trainings to improve clinical response of rape. 
  • Provide guidance on information-sharing and data-management systems. 
  • Compile monthly and quarterly reports, on time and with accurate data. 
  • Work with implementing partners to ensure prompt implementation of programs per global standards. 
  • Develop and strengthen referral systems. 
  • Coordinate with religious leaders and women’s associations to strengthen support and information networks. 

Coordination

  • Participate and contribute to the Bamako-based GBV sub-cluster as needed and coordinate with local and international organizations, UN Agencies and other stakeholders to ensure a holistic support of survivors. 
  • Advocate for adherence to SOPs and on behalf of program teams as needed
  • Ensure maximum visibility of IMC amongst the UN and NGO communities. 
  • Coordinate internally to support mainstreaming of GBV and protection in IMC-Mali programming. 

Human Resources Management

  • Assist in recruitment and support of qualified program staff as needed. 
  • Promote and support strategies for staff to do self-care. 
  • Fill in for program officers as needed during any periods of extended absence, including support and supervision of program teams. 
  • Regular field visits to support field teams. 
  • Conduct staff appraisals. 

Financial Management

  • Develop work plans in line with financial pipelines. 
  • Work with Finance and Logistics to plan and procure supplies within program budgets. 
  • Ensure compliance with donor regulations. 

Security

  • Comply with security protocols and policies. 
  • Consider security implications of all program activities, carefully reviewing new initiatives with program teams. 
  • Maintain flexibility to take on added responsibility as and when needed. 
  • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct.

Qualifications:

  • Advanced degree in social work, public health, international development or other relevant field of study preferred.
  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint is a plus.

Experience:

  • A minimum of five to seven years of field experience, including experience in GBV program management and protection / GBV coordination.
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs.
  • Emergency response experience.
  • Experience in developing strategies to transform emergency programs into long-term programming.

  • Fluency in both French and English is essential.
