Gender Program Manager

Oxfam GB is a member of the international confederation of 19 organisations working together with partners and local communities in the areas of humanitarian, development and campaigning, in more than 90 countries. The Role

We are looking for Gender Program Manager – is expected to be taking lead, setting and communicating overall direction in gender program as well as working closely and in coordination with the country program teams to provide technical support to WASH, EFSVL and Protection teams ensuring our intervention is guided by Oxfam's Minimum Standards on Gender in Emergencies, including through safe programming, strong gender analysis and awareness across our humanitarian teams and partners, and meaningful participation of women in the community groups that help us design and evaluate our actions.

The position also provides thought leadership and effective coordination in policy influencing initiatives were relevant while participating in resource mobilization in line with Oxfam Iraq country strategy.

Also, contribute to the growth and development of the women’s rights and gender justice program in Iraq.

What we are looking for:

Essential:

Program development and funding:

  • Excellent understanding of gender issues in the development and humanitarian programming, including key challenges and approaches to mainstreaming gender into program design and management.
  • Excellent understanding of different aspects of quality programming (for example partnership, participation, accountability, innovation, gender and monitoring, evaluation and learning) and how these can be incorporated into different interventions.
  • Ability to develop program design documents – including strong appreciation of theories of change (logic models, log-frames), contextual analyses (e.g. power, gender, and conflict), budgets, MEAL plans.
  • Ability and experience in leading program development sessions/workshops
  • Demonstrable understanding of program/project cycle management practices in development programming.
  • Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards and practice;
  • Strong results orientation, including a track-record of leading program development processes that have resulted in strong programs and quality relationships with partners and funders.
  • Evidence of successfully fundraising and growing programs in an environment comparable to Oxfam
  • Knowledge of donor environment, understanding of funding issues in relation INGOs work in emergencies and development
  • Creative and innovative approachability to lead thinking on technology choices and development approaches.
  • A proven record of effective and complex management including managing budgets, staff and funding of the programme.

Operational leadership:

  • Very strong analytical and conceptual thinking skills, able to translate complex issues into simple, workable actions and plans.
  • Demonstrated ability to work successfully in large and complex organizations such as international NGOs. (Experience in advisory or matrix-based working an asset.)
  • Ability to manage multiple processes at once – simultaneously understanding the ‘big picture’ but also aware of details.

Cross-cutting:

  • Knowledge of training tools and methods and proven experience delivering training on gender-responsive program and advocacy.
  • Excellent people skills, with proven ability to motivate others and work collaboratively, requiring strong self-awareness and interpersonal skills.
  • Ability to adapt and work within a multicultural, multilingual and multidisciplinary environment.
  • Ability to travel regularly at short notice.

Desirable:

  • Arabic language skills
  • Experience working in the Middle-East
  • Ability to support contextual analysis (including power, gender and conflict analysis)
  • Highly developed strategic planning skills with the ability to contribute to program overall strategies.
  • Extensive experience in a capacity development role at senior level and good ability to facilitate learning and knowledge management
