Over the past 29 years, International Medical Corps (IMC) has made significant contributions to saving lives, alleviating human suffering, and reducing the economic and social impact of disasters in Somalia through targeted assistance for Health, Nutrition, Protection and Water, Sanitation and Hygiene (WASH) with support from several donors including USAID Office of Foreign Disaster Assistance (OFDA), European Civil Protection and Humanitarian Aid Operations (ECHO), Department for International Development (DFID), United Nations International Children's Emergency Fund (UNICEF) and The Global Fund to Fight AIDS, Tuberculosis and Malaria. IMC currently operates in 4 regions of Somalia (Banadir, Middle Shabelle, Bay & Mudug South) operating both secondary and primary health care services including Hospitals, Health Centers, Primary Health Units, Mobile Health & Nutrition Teams and community aspects.

Job Purpose

The GBV Manager will be the focal point for IMC’s GBV activities in Somalia. He/She will be responsible for the managerial oversight, capacity building and coordination of the IMC GBV project, in particular prevention and response activities through health facility and community.Based responses for internally displaced populations (IDPs) and host communities in areas of operation, in line with the local SOPs and International Standards.

Main Responsibilities

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable support. The tasks listed are representative of the nature and level of work assigned and are not necessarily all-inclusive. Program planning and organization:

  • Work closely with the country team and GBV staff to understand program goals and to meet expectations.
  • Contribute to ongoing assessments and analyses to better understand protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify support structures.
  • Analyze trends of GBV and develop/adjust program strategies to meet need.
  • Contribute to program design and the preparation of concept notes and proposals
  • Supporting the design and implementation of GBV programing, including the development of technically sound and contextual psycho-social support group curricula at Women Friendly Space etc.
  • Maintain flexibility to take on added responsibility as and when needed.

Program Implementation and Capacity Development.

  • Provide ongoing leadership and technical support for the establishment and implementation of GBV activities (including case management, psychosocial/emotional trauma support, community support groups, information dissemination, risk mitigation activities and community mobilization).
  • Work closely with the GBV technical advisor in HQ, country level senior management and IMC Program Managers based in the field to ensure achievement of IMC’s program goals.
  • Identify and reinforce existing support mechanisms and work closely with local counterparts to ensure community buy-in and cultural appropriateness of activities.
  • Strengthen case management and referral systems.
  • Work with teams and communities to develop appropriate prevention and awareness raising/behavior change strategies.
  • Organize and support trainings for healthcare providers, as needed and appropriate.

Contribute to Knowledge Management, Monitoring & Evaluation, and Reporting

  • To contribute towards Program Learning activities in order to measure impact and ensure continuing improvement. Including but not limited to:
  • Ensure the quality of activities through regular monitoring and technical support, data collection and management.
  • Generate regular, accurate and timely GBV data and monthly and quarterly narrative reports for purposes of program monitoring and promoting good understanding about projects best practices and lessons learned, with management, donors, partners, and communities.
  • Contribute to information-sharing and data management systems. · Support staff that are running activities in the women friendly space (WFS).
  • Oversee girls and women's support programming including activities at WFS and work to achieve sustainable and community-owned mechanisms for these.

Training/capacity building

  • Provide ongoing oversight, technical support and mentorship to GBV staff during program implementation to ensure programming meets GBV best practice and guiding principles that prioritizes the needs of the beneficiaries.
  • Identify staff capacity gaps in GBV both in operational locations and develop staff training plans to build capacity on GBV for social workers, women empowerment officers, and GBV outreach officers.
  • Train GBV staff to build capacity for GBV prevention and response. Depending on skill sets and required roles, trainings may include gender, guiding principles of addressing GBV, GBV case management, providing Psychosocial support, referral pathway development, mobilization etc.

Human Resources Management

  • Assist in the selection, training and support of qualified program staff.
  • Develop support strategies for staff and introduce principles of self-care.

Financial Management

  • Work with Finance and Logistics to plan and procure supplies within program budgets.
  • Ensure compliance with donor regulations.

Security

  • Ensure compliance with security protocols and policies.
  • Consider security implications of all program activities, reviewing all new initiatives with national staff and community leaders.

Qualifications & Preferred Skills

  • Degree (Masters preferable) of Social Work, Public Health, Community Health, Nursing/Midwifery, International Development or other relevant field of study.

Experience

  • 3-5 years’ experience in GBV program design and field implementation of protection/GBV coordination in humanitarian contexts, including at least one year of international, humanitarian experience. Relevant regional experience strongly preferred.
  • Experience in delivering psychosocial support, psychological first aid and/or case management for survivors of GBV. 4 Practical experience in GBV prevention, including social norms change and male engagement, and outreach preferred.
  • Demonstrated experience facilitating GBV interventions with key stakeholders: community leadership structures and survivor service providers.
  • Experience working directly with vulnerable populations, including IDP and refugee populations and GBV survivors in emergency response context. Experience working with adolescent and youth populations desirable.
  • Experience in representing and promote the agency in relevant coordination forum.
  • Ability to work well with a cross-cultural and multi-sectoral team Competency
  • Programme planning/Management experience. · Staff management experience.
  • Training and capacity building skills, particularly using participatory techniques for training on different components of GBV programming.
  • Proven knowledge and experience in developing and implementing community mobilization projects
  • Familiarity with standards and guidelines for GBV programming and coordination as well as guidance on protection from SEA.
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs.
  • Able to develop effective partnerships with internal and external stakeholders.
  • Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
  • Commitment to Humanitarian Principles and respect for medical ethics.
  • Demonstrated ability to work in a multicultural environment, prioritize tasks, meet deadlines, and ensure high quality work.
  • Computer literacy with demonstrated experience in utilization of databases, Microsoft Office, Excel and PowerPoint.
  • Strong communication skills, both oral and written. · Fluency in Somali and English
  • Willing to travel in other regions of Somalia.
