The International Development Law Organization is an intergovernmental organization dedicated to the promotion of the rule of law. With a joint focus on the promotion of rule of law and development, it works to empower people and communities to claim their rights, and provides governments with the know-how to realize them.

Organizational Context

The Department of Programs is the central management and coordinating function for program delivery and capacity development.  It is responsible for the implementation of IDLO’s global program portfolio for field and non-field locations in line with organizational strategy. IDLO’s Strategy incorporates gender sensitivity and responsiveness among IDLO’s core values and guiding principles. It emphasizes gender as both a cross-cutting theme in IDLO’s work and the focus of distinct programming, research and advocacy.

To fully integrate gender in our work, IDLO’s Gender Strategy aims to ensure that IDLO’s work effectively contributes to gender equality, women’s empowerment and the achievement of fair justice outcomes for women and girls and is informed by international human rights standards and global commitments on gender equality.

Under the direct supervision of the Regional Program Manager Sahel Initiative, and with a dotted line to the Senior Gender Advisor in The IDLO Branch office in The Hague, the incumbent will support the Gender, Justice and Inclusion Unit in the Sahel Region (Mali, Niger and Burkina Faso) on gender integration in programming, research and policy work, and the identification of new areas for strategic work on gender.

Primary Functions

  • Support the Gender, Justice and Inclusion Unit in developing a clear program of implementation within the four key areas of its gender work.
  • Support the implementation of the Sahel Region Strategy to ensure the inclusion of a comprehensive Gender Programming that build synergies and linkages across the country programs and other initiatives in the region;
  • Provide technical guidance and advice, and if needed backstopping support, on the implementation of programmatic activities identified under IDLO’s four key areas of work;
  • Provide technical advice for high quality overall management of IDLO’s Gender and Inclusiveness program activities
  • Provide hands-on gender mainstreaming guidance to other IDLO units from designing, planning, implementation, monitoring & evaluation, to documentation of project results and learning;
  • Advise IDLO’s partners and beneficiaries on gender justice and women rights related issues.
  • Liaise with the IDLO Senior Gender Advisor to ensure coordination with the IDLO Strategy and identify potential synergies with other IDLO gender initiatives.
  • Regularly update the Sahel Region’s gender fact sheet focusing on key gender programming areas.
  • In coordination with the Regional Manager Sahel, actively engage in discussions with donors, and other stakeholders on fostering external funding and support on gender issues.
  • Initiate and facilitate activities concerning knowledge, information management and lessons learned, in coordination with IDLO Results and Learning Unit;
  • In coordination with the Gender, Justice and Inclusion Unit, and in coordination with the IDLO Senior Gender Advisor, develop project proposals and concepts for new gender initiatives.

Knowledge, Skills and Abilities

  • Strong interpersonal and organizational skills;
  • Demonstrated knowledge of international and regional commitments on gender equality (including CEDAW, BPFA, SDGs); 
  • Solid expertise on access to justice and accountability for gender-based violence, including in situations of conflict and fragility and where legal pluralism exists; 
  • Demonstrated skills on gender integration across a variety range of law, justice and development issues; 
  • Excellent research and writing skills; 
  • Strong commitment to gender equality and the empowerment of women and girls; 
  • Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the Organization; 
  • Ability to work in a multi-cultural environment with sound understanding and capability to empower and develop the capacity of counterparts; 
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit; 
  • Proficient in the usage of computers and office software packages (Ms. Word, Excel and PowerPoint).; 
  • Keen sense of ethics, integrity and commitment to IDLO's mandate.

Recruitment Qualifications

  • Education: Graduate degree in law, gender, development or other related discipline is essential. 
  • Experience: Minimum of 7 years of professional experience, ideally with an international organization, on gender, law and justice is required;
  • Language Requirements: Fluency in French and English is required
