Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. The Gender and Security Division (GSD) leads DCAF’s work promoting gender equality in security sector reform and governance by providing policy advice, conducting practical research and implementing operational projects. The Division has 11 full- and part-time staff members and we are looking for an experienced, dynamic, and creative individual to be our next:

  • Programme Manager; Gender and Climate Change (100 %)
  • Location: Geneva
  • Starting date: September 2022, or upon mutual agreement
  • Duration: One-year renewable contract

The role 

Under the supervision of the Head or Deputy Head of Division, the Programme Manager (PM) will lead, implement and coordinate a project on the nexus between gender, climate change and security for the Gender and Security Division, working collaboratively with other DCAF Divisions and Units and external partners. The project is anticipated to be implemented in three countries in the Sahel, MENA and Central Asia, and run until March 2025. The role will involve analysis of local, regional and international climate and security policy; leading and coordinating work with local consultants and partners including coalition building of women’s networks, capacity building, communications and advocacy; coordination with international partners and donor; overseeing more junior staff and consultants; and being responsible for overall project management. This position requires expertise in climate change and/or gender and security (ideally both) as well as strong organisational, interpersonal and project management skills.

Key areas of operation 

  • Lead, coordinate and implement a project in multiple countries in the area of climate, gender and security, including management of the budget and project reporting
  • Lead in the design, organisation and implementation of activities with consultants and partners (in particular women’s organisations), including coalition building workshops, action research activities, and communications
  • Coordinate and collaborate with international partners and the project donor
  • Lead, coordinate and implement project monitoring, evaluation and learning

Your experience 

  • Master’s degree or equivalent professional experience in international affairs, governance, development, security studies, gender studies, human rights, or related disciplines
  • At least seven years of professional experience in the field of climate change, gender equality, and/or women, peace and security
  • Excellent knowledge of the gender and security normative and policy framework
  • Excellent knowledge of the climate change normative and policy framework
  • Experience in developing and leading applied research and/or operational projects, including budget and financial management, on climate change or gender and security, and/or related fields
  • Proven versatile team player, with excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in politically diverse and sensitive environments.
  • Personal commitment to principles of gender equality and diversity
  • Strong writing and editing skills in English
  • Fluent in English, professional command of either Arabic or French is highly desirable
  • Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite
