Netherlands: Climate Adaptation Specialist

CARE is one of the world’s leading multi-mandate aid agencies, fighting poverty and injustice in over 100 countries around the world. CARE’s Vision 2030 shapes the confederation’s work in every context. One of the six outcome areas that CARE jointly works towards is Climate Justice. The CARE Climate Justice Center (CJC), hosted by CARE Nederland, has been assigned responsibility for leading CARE’s global commitment to Climate Justice, with CJC ’s Director being one of six Global Programmatic leads who work directly with the CI Programme Director. The CJC is an endeavor of CARE International, endorsed and actively supported by various CARE members from the Global North. The CJC Global Leader oversees the work and leads a team of 8 experts, based in different CARE offices around the world, that is responsible for the delivery of a joint annual work plan. What are you going to do? The Climate Adaptation Specialist will contribute to the Climate Justice Center by focusing on technical support, capacity strengthening and facilitating the collaborative engagement of CARE offices. The role will contribute directly to the realization of the CJC ’s annual workplan and thus the realization of the CARE Climate Justice Strategy 2030. You will provide technical support and attract new funds, support global and regional initiatives and partnerships, strengthen the capacity of Country Offices and Partner Organizations in the area of climate change and resilience, support global and regional initiatives and partnerships and facilitate knowledge management and learning. You will work closely with all team members of the Climate Justice Center and will ideally bring strong expertise in the area of gender equality and locally led adaptation initiatives and has experience in climate program implementation in (francophone) Africa. You will be responsible for: Providing technical support and attract new funds (30%) 

  • You will coordinate and/or participate in the continued development and updating of core technical content (practitioner guidance and other technical guidance) related to Climate Justice. 
  • You will contribute to CJC’s efforts in attracting new funds and resources, including by working with staff with fundraising responsibilities in CJC and CARE members, to identify new opportunities for climate programming. 
  • Engage in fundraising activities and representation to key stakeholders of CJC. 
  • You will provide technical support related to Climate Justice issues to CARE staff, in particular: 
  • in the design of proposals for new funding for Climate Justice related programming or for the integration of Climate Justice and Gender in sectoral initiatives. 
  • to specific on-going initiatives and programs that need support to implement their Climate Justice activities. 
Support global and regional initiatives and partnerships (20%) 
  • You will drive the integration of Climate Justice and Gender across CARE and engage with colleagues working on Gender Equality, including CARE’s global team on Gender Equality. 
  • You will have direct engagement with relevant existing and emerging CARE (sub-regional) strategies. 
  • You will lead the mapping of appropriate partnerships for CARE and the Climate Justice. 
  • You will work with CJC Advocacy Leads by engaging in technical advocacy towards donors to influence their strategies and funding policies. 
Strengthen capacity of Country Offices and Partner Organizations in the area of climate change and resilience (30%) 
  • You will contribute to the CJCs efforts of assessing the needs of CARE offices and CSOs in the African region in terms of capacity strengthening. 
  • You will contribute to the work of the CARE Climate & Resilience Academy by supporting and leading on the development of new trainings and the facilitation of the Learning Journeys. 
  • You will design and facilitate other Climate Justice trainings when relevant. 
  • You will lead the Climate Justice Center’s work on integrating Climate Justice in CARE’s programs and increasing the quality and quantity of Climate Justice programmes 
Facilitate knowledge management and learning (10%) 
  • You will contribute to the work of the MEAL specialist and Communication coordinator by ensuring that tools, key learning pieces and technical documents, lessons, case-studies, data are shared and made available on our website and on CARE’s global knowledge platform CARE Shares. 
  • You will support the MEAL specialist and Communication Coordinator to advance the CJCs thought leadership by exploring new external platforms for our publications, tools, data etc. 
  • You will contribute to 
  • CARE’s internal Climate Champions Network and will set up and co-lead different regional Communities of Practice, particularly, the CoP for francophone Africa. 
  • the work of the Communication Coordinator and MEAL Specialist by reviewing content and inputting where needed (eg quotes, Impact Stories, messaging and framing documents, website materials, opeds etc.) and by being a public spokesperson for the CJC on issues relating to adaptation. 
Provide support to other team members (10%): 
  • You support the CJC team or global lead in other relevant activities. 
We are looking for a candidate that meets the following qualifications: 
  • Advanced academic degree in the climate change adaptation and resilience area or any closely related area 
  • Deep knowledge and experience of at least 7 years on Climate Adaptation and related topics 
  • Experience in designing / managing and/or implementing climate adaptation initiatives or sectoral initiatives with a strong climate adaptation component 
  • Experience in designing tools and approaches for climate adaptation 
  • At least 4 years of experience in working at a regional or global level including work with climate initiatives in Africa, particularly francophone Africa 
  • Deep knowledge and understanding of how Gender Equality interacts with Climate Justice 
  • Excellent training design & facilitation skills 
  • Knowledge of inclusive, locally-led and gender-transformative approaches to climate adaptation 
  • Knowledge on working in and with international NGO’s 
  • Solid writing, oral communication and organizational skills 
  • Excellent command of English and French verbally and in writing. Proficiency in Arabic or Spanish is a plus 
  • Proactive attitude and willing to further develop knowledge and skills within this specific area 
  • Demonstrated ability to collaborate well with others across countries and cultures and in complex international networks and to develop and maintain positive working relationships both internally and externally 
  • Ability to work effectively and accurately under deadline pressure. 
  • Is a team player who understands the meaning of cooperation to realize the goals of the team. 
  • Proactive attitude and willing to further develop knowledge and skills. 
  • Prepared to travel abroad 
CARE has a zero-tolerance policy towards sexual harassment, abuse and exploitation and participates in the Inter-Agency Misconduct Disclosure Scheme. We offer: 
  • A one-year full time contract (38 hours a week) with possible extension. 
  • A gross monthly salary based on BBRA scale 10 (EUR 2.968,11 – EUR 4.770,68), classification depends on relevant working experience. 
  • International work environment in which you work with colleagues from different backgrounds. 
  • CARE can only hire personnel in countries where a CARE country office is situated. Depending on your country of residence, you will be hired and located in the CARE office in your country with the possibility for working from home two days a week.
