Background

UN Women - the United Nations Entity for Gender Equality and Women Empowerment, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development and human rights. Mozambique has seen significant improvements in the last decades on legislation and policies related to ending violence against women and girls (EVAWG). These includes the passage of the Law on Domestic Violence (2009), Law on Prevention and Combat Early Unions (2019), Succession Law (2019) Revision of Penal Code (2019). While foundations are in place in terms of progressive legal framework and institutions, gaps still remain to ensure full and effective protection of women and girls from GBV and harmful practices and ensure accountability for perpetrators of violence. The country has ratified the main international and regional gender equality tools such the Convention on the Elimination of all Forms of Violence against Women (CEDAW) and the SADC Gender Protocol and has been making efforts to translate them into action in order to redress the prevailing gender imbalances. In collaboration with the Ministry of Gender, Children and Social Action (MGCAS), UN Women seeks for services of a national consultant to conduct an Evaluation of the Implementation of the Second National Plan to Prevent and Combat Gender-Based Violence (2018-2021), to further enhance country’s response to international, regional, and national commitments to prevent and combat gender-based violence.

Scope of Work:

 Under the general supervision of the Programme Specialist and the National Gender Director, from the Ministry of Gender, Children and Social Action (MGCAS), and directly working with the EVAW Programme Officer in UN Women and designated technical staff within the National Directorate of Gender, the incumbent will conduct an evaluation of the Second National Plan on Prevention and Combat Gender Based 2 Violence to assess the progress made as result of its implementation and will provide recommendations for improvements.

Duties and Responsibilities

  • Collect information related to annual achievements according to the Plan's implementation matrix.

•     Globalize achievements for the duration of the Plan from 2018 to 2021;

•    To verify efficiency and effectiveness by strategic area, taking into account the planned indicators

       and targets.

 •    Collect information on the progress, successes and challenges registered during the implementation

       of the Plan.

•     Evaluate the methodologies and strategies used in the implementation of the Plan.

•     Propose guidelines for the next implementation cycle of the Plan in the country.

•     Hold consultation meetings with various intervention groups.

•     Share information also with MGCAS on the drafting process.

•     Ensure alignment of instruments.

Required Skills and Experience

Education:

Master’s degree or equivalent in Social Sciences, or areas related to gender equality and human rights,  gender-based violence or related areas.

Experience:

 Proven track record on gender equality, rights and empowerment of women and girls.

Strong knowledge of the national landscape on gender equality and women’s empowerment.

Strong knowledge of the national and international commitments on gender equality and women’s empowerment.

Proven experience of organizing events including virtual events.

Experience in working with national institutions, development partners and UN Language.

Requirements:
