Overview & Responsibilities

The International Development Law Organization (IDLO) is the only global intergovernmental organization exclusively devoted to promoting the rule of law to advance peace and sustainable development. IDLO works to enable governments and empower people to reform laws and strengthen institutions to promote peace, justice, sustainable development and economic opportunity.

With its Headquarters in Rome, Italy, a Branch Office in The Hague, and United Nations Liaison Offices in New York and Geneva, IDLO carries out policy advocacy, research and learning, as well as rule of law and justice programmes including through some 17 Country Offices operating in every region of the world.

The IDLO Office in The Hague (HBO) acts as a justice hub providing the organization with specialized expertise in priority thematic areas to support policy, advocacy, research, and programs. The Office maintains and builds strategic diplomatic and professional relationships with The Government of the Netherlands, a member party of IDLO, and with international organizations and tribunals, and other organizations in the justice and peace community in The Hague, as well as with other current and prospective partners in Europe. 

Gender equality is among IDLO’s core values and guiding principles. IDLO’s Strategic Plan specifically states that: “Gender equality, including the ability of women and girls to enjoy the full range of their human rights and meaningfully participate in all aspects of society, is a key aspect of human rights and a necessary condition for progress towards the entire 2030 Agenda”.

The Strategic Plan emphasizes that “IDLO promotes gender equality by pursuing it as a stand-alone goal as well as by mainstreaming it throughout its work”. It identifies “reducing the justice gap for women and girls” as one of its Strategic Objectives (Strategic Objective 3). Against this background, IDLO’s third Gender Strategy (Gender Strategy 2021-2024) aims to ensure that IDLO’s work effectively contributes to reducing the justice gap for women and girls and achieving gender equality, women’s empowerment and peaceful, just and inclusive societies. It recognizes that strengthened integration of gender in IDLO’s work is essential to achieving its vision, mission and goals.

IDLO’s Gender Strategy 2021 – 2024 focuses on three specific areas:

  • Advancing the elimination of discriminatory laws and practices (Strategic Objective 3.1);
  • Combating gender-based violence (Strategic Objective 3.2); and
  • Promoting women’s participation and leadership in the justice sector (Strategic Objective 3.3).

THE POSITION

IDLO is seeking a Gender and Law Specialist to support the implementation of its current gender strategy. Under the direct supervision of the Senior Legal Advisor on Gender, the Gender and Law Specialist will be asked to perform the following duties:

  • Support the implementation of IDLO’s current Gender Strategy, including through strategy roll-out workshops, monitoring compliance with organizational targets and indicators; supporting application of IDLO’s gender tools, including the drafting of gender analysis and gender integration plans; and reporting on results;
  • Contribute to the development of IDLO’s gender thematic programs, with a focus on these priority areas: (i) elimination of discriminatory Laws; (ii) gender-based violence against women and girls (GBV); (iii) women’s participation in the justice sector; (iv) women’s economic empowerment and (v) feminist action for climate justice;
  • Provide technical advice and related support to IDLO program teams in integrating gender in program development, implementation, monitoring and evaluation, with a focus on countries in Africa and Asia;
  • Advance IDLO’s gender and climate portfolio, including by providing technical assistance on climate and land programming, developing research products on rule of law approaches to feminist action for climate justice; and convening policy events on this theme;
  • Support IDLO’s policy work on justice for women at the national, regional and global levels, including in key events related to CSW, Generation Equality, UNFCCC COP, among others.
  • Contribute to the development and dissemination of IDLO’s priority policy briefs and research reports on gender and justice;
  • Strengthen IDLO’s community of practice on gender, including maintaining IDLO’s weekly gender news feed, organizing gender briefings and targeted webinars, and supporting the IDLO’s justice for women and girls cluster;
  • Support preparation of expert group meetings, workshops and other events on justice for women. This may include tasks related to developing concept notes, providing background research, coordinating the agenda, organizing the event and documentation;
  • Perform other similar duties as assigned.

Job Requirements

Education and Work Experience:

  • Masters (or equivalent) in law, international relations, gender studies, development or similar field from a recognized university.
  • Minimum of 5 (five) years relevant experience in the area of law, gender and/or development.
  • Proven experience on gender integration or mainstreaming in justice programming in across countries and regions.
  • Substantial experience in providing technical advice to a variety of stakeholder on specific areas of gender and law, including women’s access to justice, elimination of discriminatory laws, gender-based violence, women’s participation in the justice sector.
  • Enhanced experience working on the nexus of gender, rule of law and climate issues in policy, research and programming at various levels.
  • Demonstrated expertise in supporting gender strategy development, implementation and monitoring, including provision of trainings and workshops for staff and implementing partners.

Languages

  • Fluent oral and written communication skills in English; French, Spanish, or Arabic language skills desirable.

  • Ability to work constructively with a variety of internal and external stakeholders in multicultural settings.
  • Self-motivated, hands-on and solution oriented professional, able to function effectively in a rapidly changing and dynamic work environment.
  • Ability and willingness to travel to IDLO projects, including in post-conflict countries.
  • Good team player and able to work proactively and independently, including as part of a small team, and manage and prioritize multiple assignments.
  • Keen sense of ethics, integrity and commitment to IDLO’s mandate.

Terms & Conditions

For this internationally recruited position, IDLO shall offer the selected candidate an international Affiliate Contract of 24 months, with the possibility of extension subject to performance and availability of funding.

IDLO shall offer a yearly basic salary of EUR 49,100.- and a benefits package including provident fund contribution (14%), health insurance, and leave entitlements, in accordance with the IDLO Employee Regulations and Rules. Relocation and installation support available for internationally recruited employees.

Salaries and benefits paid by IDLO to employees are exempt from taxation in The Hague. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
